why is someone allowed to store their giant boat on public land?

if an indigent person can't sleep in a tent here, why is a person with a fancy house and fancy boat allowed to save a BOATLOAD of money on winter storage fees by putting their boat in Stroudwater Park?

the City should send them a bill in the same amount any boat storage yard would charge
