173 Neal St is the (former?) business location of Graphix Wear... The graffiti is visible to Congress St traffic & patrons of neighboring businesses. This building owner JUST removed a bunch of graffiti with the help of Learning Works about a week ago, finally... It took them a while to do so after being contacted by Portland Police. They did a good job, but now the same spot is tagged again... I believe that The Gulf Express Mart located at 754 Congress St. attracts people who create the graffiti on & around this area on a regular basis...

The Congress St side of the building (173 Neil St) is still tagged - unless it's a fresh brand-new tag... Large while designer style lettering that says: Tears
Don't know if "Tears" shows up in a lot of the graffiti that you see... but whoever is doing it seems to like this particular building... They paint large letters, knowing it will be visible to Congress St traffic...
